Description | Lavan Oil Refining Company was established in 1976 as Lavan Distillation Complex under Shiraz Refinery with a capacity of 2,000 barrels of crude oil per day. It was built by Ingra Company of the former Yugoslavia and supervised by the National Iranian Oil Company. The products produced were: Sour naphtha: Exported, Gas oil: Used domestically, Fuel oil: Exported and used as ship fuel. After the Islamic Revolution, due to its strategic location and potential capabilities, development and system improvement plans were put on the agenda. With the beginning of the Iran-Iraq war and the damage to some of the country's refineries, including Abadan Refinery, the need for gas oil and fuel oil increased, and the importance of this unit became more apparent. During the Sacred Defense years, it successfully refueled the Islamic Republic of Iran's naval fleet despite numerous bombings. Lavan Refinery Complex was formed at this time with the aim of producing higher quality products. The Mrax unit with a capacity of 6,000 barrels per day was designed by UOP in 1989 and installed and commissioned by Chyoda to produce sweet naphtha. In 1994, with the implementation of the capacity increase plan of the crude oil distillation unit, the white oil circulation pump system increased the capacity of the crude oil distillation unit from 20,000 barrels to 30,000 barrels per day. This also increased the production of products and the possibility of producing valuable white oil products and reducing waste. In 1998, with the revision of the organizational structure of refining companies, a turning point was created in the history of Lavan Refinery. Lavan Refinery was separated from Shiraz Refinery and continued its activities as an independent refining company with an independent budget under the name of Lavan Oil Refining Company. In 2001, the gasoline production unit of this refinery was launched using the capabilities of domestic experts. In 2009, the dual-purpose oil and supply pier and the LPG (Liquefied Petroleum Gas) recovery and storage unit of this company, which was previously burned in the refinery flares, were put into operation. Executive Activities of Lavan Oil Refining Company: The executive activities of Lavan Oil Refining Company can be summarized in the following 4 axes: Crude oil refining and production of petroleum products, Implementation of current projects, Implementation of investment projects. Civil activities in the direction of development of Lavan village: 1. Crude oil refining and production of petroleum products: The main activity of Lavan Oil Refining Company is the refining of crude oil and the production of various petroleum products. The company's refinery has a capacity of 35,000 barrels of crude oil per day and produces a variety of products, including: Liquefied petroleum gas (LPG), Gasoline, Kerosene, Gas oil, Fuel oil. 2. Implementation of current projects: In addition to its main activity, Lavan Oil Refining Company is also involved in the implementation of various current projects. These projects include: Increasing the capacity of the crude oil distillation unit, Upgrading the quality of products, Reducing environmental pollution. 3. Implementation of investment projects: Lavan Oil Refining Company is also involved in the implementation of various investment projects. These projects include: Construction of a new refinery, Development of the existing refinery, Investment in new technologies. 4. Civil activities in the direction of development of Lavan village: Lavan Oil Refining Company is also involved in various civil activities in the direction of development of Lavan village. These activities include: Construction of roads and infrastructure, Construction of schools and hospitals, Provision of healthcare and education services. Comprehensive Process Improvement and Capacity Optimization Plan Projects at Lavan Oil Refining Company: Lavan Oil Refining Company has implemented a process improvement and capacity optimization plan at its refinery in order to improve the quality and quantity of its products and protect the environment. This plan includes the construction of a distillation unit, hydrogenation and isomerization units for light naphtha, hydrogenation and catalytic conversion, hydrogenation of middle distillates (kerosene and gas oil), a sulfur recovery unit, associated and auxiliary services, and two 16-inch pipelines for loading oil products. The plan has been implemented through contracts with domestic EPC contractors. On May 1, 2011, coinciding with the National Persian Gulf Day, the first phase of the process improvement and capacity optimization plan was put into operation with the aim of increasing the capacity from 30,000 barrels per day to 55,000 barrels per day. In order to improve the quality and quantity of its products and protect the environment, Lavan Oil Refining Company has implemented a process improvement and capacity optimization plan at its refinery. In this regard, the light naphtha hydrogenation and isomerization unit was inaugurated by the President of the Islamic Republic of Iran in July 2013. In February 2015, the middle distillate (kerosene and gas oil) hydrogenation unit was inaugurated to produce products according to Euro 4 standards. Currently, the refinery's 35,000-barrel (crude oil) feedstock is supplied by a 12-inch pipeline from the Lavan Offshore Oil Company's storage facilities and 20,000 barrels of South Pars gas condensate (which is transported to Lavan by ship). The implementation of these projects has achieved the following results: Increase in crude oil refining capacity from 30,000 to 55,000 barrels per day, Reduction in the production of heavy products such as fuel oil, Increase in the production of valuable light products such as LPG, gasoline and gas oil, Production of oil products according to international standards (Euro 4), Addition of new products such as jet fuel and sulfur to the company's product portfolio, Value creation and economic performance improvement, Providing opportunities for productive and sustainable employment, Energy optimization, Significant reduction of environmental pollutants. Unique Strategic Indicators of Lavan Oil Refining Company: Easy access to open waters and location on the energy transmission corridor, Utilization of the advantages of Lavan Special Economic Zone and investment opportunities, Located near the Iranian energy hub (Asaluyeh region) and easy access to resources, Existence of huge reserves of sweet gas in Lavan Island, Possibility of constructing process units for producing products with higher added value and diversifying the product portfolio in order to transform the refining company into a petro-refining complex, Ability to act as an export bridge for exporting products of other refining companies, Announcement of non-environmental pollution by the Department of Environment of the country and exemption from paying related fees, Suitable and strategic location for bunkering operations, Existence of various air and sea terminals for the transportation of people, goods and various products. Privatization Process of the Company: Considering the approach of the Ministry of Petroleum in implementing the general policies of Article 44 of the Constitution, which oversees the movement of government organizations towards the formation of commercial enterprises and the realization of privatization with the aim of profitability and agility of the organization, the identification of units subject to transfer was carried out by the Ministry of Petroleum. After collecting and organizing identification and financial information and preparing and presenting transfer methods based on maintaining the value chain and providing legal requirements for the transfer, this important event took place in December 2011 and the shares of Lavan Oil Refining Company entered the Iran Stock Exchange and Securities.
